Not a government office. No private reference site can confirm, recall, clear, or accept payment on a warrant. Use the official phone or web address for the office that holds the record.
Payne County Court Clerk
The Court Clerk keeps District Court proceedings, including felony, misdemeanor, traffic, search-warrant, and extradition records. The courthouse is at 606 S. Husband Street, Rooms 206 and 207, Stillwater, Oklahoma 74074. The published phone is (405) 372-4774. The office lists weekday hours from 8 a.m. to 5 p.m. and says the public counter is open through lunch.
For a staff-assisted search, the official instructions ask for full name, date of birth, and years to search. The fee is $5. Requests may be made in person, by mail with a self-addressed stamped envelope, or by e-mail using the address shown on the official Court Clerk page. Ask for current warrant-related docket status, not a promise of sheriff certification.
Payne County Sheriff's Office
The Sheriff's Office is listed at 606 S. Husband Street, Room 106, Stillwater, Oklahoma 74074, with public phone (405) 372-4522. The current official site is under construction. It does not publish a warrant search, records-request portal, dedicated warrant e-mail, walk-in surrender hours, or bond-window instructions.
Call to ask where a county-held or served warrant is confirmed, which court issued it, whether a surrender route exists, and what paper proves recall. Do not assume the main number is a 24-hour warrant line. Emergency matters use 911.

Where to Ask for Records
Send a District Court request to the Payne County Court Clerk. Send a municipal request to the city or town that keeps the case. A request should identify the record type, date range, court or agency, case or citation number if known, and a request for non-exempt portions. The Oklahoma Open Records Act does not require an office to create a new countywide warrant report or make a legal conclusion.
For federal matters, Payne County offices cannot certify the status. Use the Western District of Oklahoma, PACER, the U.S. Marshals Service, or counsel.
